This month we wanted to highlight a piece of legislation that came into force on 24th February 2016. The Producer Responsibility Obligations (Packaging Waste) (Miscellaneous Amendments) Regulations 2016 reduced the regulatory burdens on businesses through permitting delegation with signing off reports and removing the requirement to provide an operational plan. Other changes included transferring scheme approvals away from the Secretary of State, the National Assembly for Wales and the Scottish Ministers to the applicable environmental regulator; and providing operators of schemes based in both Great Britain and Northern Ireland with the right to apply for approval from only one regulator instead of two.
